Hello. I have an issue here. When I was a beginner I once made a rose and I filled it black with a liner, I know its a bad thing to do and it healed all grey and see through but it was a long time ago. Now I have a color packer and I decided to run through that old tattoo for it to have a solid filling, but the ink went in really bad, I had to run it through several times and now that it healed its still not solid black. what could be the problem and what should I do?

Sounds to me like you are possibly making several mistakes. Check if

1. you are getting a good stretch when packing that black in. (maybe have someone help if you cant stretch it yourself)
2. using a good black packing ink like a tribal black not a lining ink.
3. not rushing it, use the hand speed that suits the needle speed.
4, not trying to pack with lining needles. either mags or large shaders (11 plus) might be needed.
5. getting a good uniform depth and angle of needle to skin.
6. small tight circular movements as you move along not trying to do straight lines like a painting brush.

Just some starters, but the others who are here will guide you right.
Hope this helps.

do you have a picture of this tattoo?
you said you did it with a liner so you may have a lot of scar tissue there. scar tissue is hard to work with...

I agree with it possibly being scar tissue. Filling in with a fast running liner will chew the skin up quick if you are not careful. I don't use a liner for filling unless it is a super small area. 9 out of 10 times I will just use the edge of my mag. if you do you have to be real careful. Post a pic of it if you have one. Before loading any and all needles you need to carefully look them over for any hooked needles in the grouping, you can do damage to the skin this way. I use a magnifying glass. That is how i was taught. And everything Goldwingdaz mentioned.
