That thread (it's not a thread, it's a section) is for everyone, not only EU countries. You probably have to go premium though.

Not the case either, look:

It's not in the premium section so there should be no reason why basics won't be able to post there. Of course they can't upload photos, for that they do need premium unless they use the photo sites for linking.
